Lord of the Rings Blue Wizards Didn’t Fight Sauron for This Reason

Like Gandalf and other Istari, they were bound by strict rules that forbade direct combat against Sauron, restricting them to guiding the inhabitants of Middle-earth. It is probable that the Blue Wizards, similar to Saruman, met with failure and became involved in clandestine cults in the East, rendering them unable to contribute to the war effort.
